In 2022 businesses moving goods from Northern Ireland (NI) to the European Union (EU) will be required to provide additional details on Intrastat dispatches declarations; if you exceed the 2022 Intrastat exemption thresholds. 

New dispatches requirements for Intrastat in 2022

From 1 January 2022, EU regulation 2019/2152 will enter into force and will affect how trade movements are reported through the Intrastat survey. The Northern Ireland Protocol means that this new regulation will apply to movements of goods from NI to the EU.

The new regulation means you will need to provide two additional pieces of information on your monthly Intrastat dispatches declaration from January 2022 onwards:

  • Partner VAT ID; and
  • Country of Origin

Submitting Intrastat declarations

Intrastat can be submitted either by the upload of a comma separated values (CSV) file, or by completing the online form. Both are submitted through the Intrastat portal.

Submit using a CSV file

A CSV file is the most popular method to make an Intrastat declaration. This is a file where data is separated by a comma rather than columns.

You can submit your Intrastat dispatches declaration using a CSV file that you have prepared offline.

Format to use for CSV files

The format to use depends if you are submitting as a trader; or as an agent on behalf of a trader.

For trader CSV files:

  • the first line is the header details
  • subsequent lines are for data

For agent CSV files:

  • the first line is the agent header details
  • the second line is the trader header details
  • subsequent lines are for data

Check the technical specification for CSV files to find additional information on the format required for the file.

Using the prepared spreadsheets ('CSV generator tool')

These spreadsheets are available for download below and provide an example of the data format required for monthly dispatches declarations. This applies for goods movements from January 2022 onwards.

Download the file and replace the example data in the spreadsheet with your own, and then save it as a CSV file.
